imagine right now how any reasonable person could object. It
sounds like it makes a great deal of sense. It sounds like
something worth while. It sounds like something necessary to
protect the honor of people who've earned these decorations. To
make sure there is a record of it is essential. People need to
know how common this is. Basically, it's a theft. It's a form of
stealing an honor you did not earn."
