When Vermont (1791) and Kentucky (1792) became states, not only were 2 stars added to the original 13-star flag, but TWO STRIPES were added as well.  It remained this way until 1818 when the stars were increased to 20 and it was determined to return to and maintain a flag with only 13 stripes, one for each of the original colonies.
