Two-thirds of the 13 colonies were required to approve the Constitution before it Could take effect for all of them.   When South Carolina brought  the vote to a total of  8 states, it only took one more vote to reach the 2/3rd needed.  New Hampshire cast that vote, becoming the 9th State.
