Maybe it was Thomas Jefferson's fault.  President Jefferson kept two caged grizzly bears (brought back by Lewis and Clark) on the White House Grounds to thrill spectators.  President Taft's unusual White House pet served a more useful purpose, fresh milk daily, direct from the White House Lawn.
