Because the Citation Star and subsequent Silver Star Medal was solely awarded by the War Department (Army) during World War I, all awards to Marines were Army Awards issued by:

• General John J. Pershing (USA), Commanding General, American Expeditionary Forces (A.E.F.) and published in A.E.F. General orders, or

• Major General Omar Bundy (USA) or Major General John A. Lejeune (USMC) and issued under General Orders published by the Second Division.
