HINES, FRANK T.
Citation:
The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to Frank T. Hines, Brigadier General, U.S. Army, for distinguished service in the line of his profession as Chief of Embarkation Service, War Department, Washington, D.C. General Hines acted in direct liaison with the Navy Department, and in addition personally co-operated with the Commander of the Cruiser and Transport Force in furthering the transportation of troops, and his zeal and ability greatly contributed to the successful operation.

HUTCHESON, GROTE
Citation:
The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to Grote Hutcheson, Major General, U.S. Army, for distinguished service in the line of his profession as Commanding General, Port of Embarkation, Newport News, Virginia. By his close co-operation with the Commander, Newport News Division, Cruiser and Transport Force, the work of embarking troops and turnaround of transports were greatly expedited.

The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to David C. Shanks, Major General, U.S. Army, for distinguished service in the line of his profession as Commanding General, Port of Embarkation, Hoboken, New Jersey. General Shanks inexhaustible energy, close co-operation with the Navy and excellent judgment in deciding questions of policy contributed greatly to the successful transportation of troops from the Port of Hoboken.
