Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to De Rosey C. Cabell, Major General, U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. While in command of the Arizona District of the Southern Department, General Cabell handled the delicate border situation with firmness and sound judgment.

HOLBROOK, WILLARD A.
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Willard A. Holbrook, Major General, U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility. As Commanding General, Southern Department, where his firmness and tact in handling a threatening situation on the Mexican border materially improved conditions between the United States and Mexico.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Cecil W. Kennedy, Private, U.S. Army, for distinguished service as a member of Troop B, 12th Cavalry Regiment, in passing through a zone infested with bandits and carrying a message to his troop commander after having had two horses shot from under him at Progresso, Texas, on 24 September 1915.

LININGER, CLARENCE
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Clarence Lininger, First Lieutenant (Cavalry), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Lieutenant Lininger, while in action at Parral, Mexico, on 12 April 1916, proceeded under fire to the rescue of a dismounted man of his command who was in danger of falling into the hands of the enemy, and, taking him up behind him (Lieutenant Lininger) on his horse, carried him to safety.

ORD, JAMES B.
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to James B. Ord, Second Lieutenant, U.S. Army, for exceptionally meritorious and distinguished services to the while serving with the 6th Infantry, attached to the 13th Cavalry. While in action at Parral, Mexico, on 12 April 1916, after being himself wounded, Second Lieutenant Ord dismounted from his horse under heavy fire, placed a wounded man on a horse, and assisted him from the field.

SCHULTZ, THEODORE
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Theodore Schultz, Captain (Cavalry), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. At Naco, Arizona, while serving with the 9th Cavalry on 9 - 10 October 1914, Captain Schultz commanded the most important and most exposed outposts of the American troops engaged in preserving order on the international boundary line. Although his troops were constantly exposed to fire from Mexican attacking forces, by his firmness, tact, and courageous actions he handled in a highly efficient manner a threatening situation, thereby preventing serious international complications and contributing materially to the preservation of law and order on the Mexican border.

Smith, Sergeant, U.S. Army, for the manner in which he handled his detachment of 8 men of Troop A, 14th Cavalry Regiment, while surrounded by and under fire of almost 100 Mexican bandits at Glen Springs, Texas, on 5 May 1916.

TOMPKINS, FRANK
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Frank Tompkins, Major (Cavalry), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility while serving with the 13th Cavalry. At Columbus, New Mexico, on 9 March 1916, having requested and received authority to pursue a superior force of bandits into Mexico, Major Tompkins carried on, after being wounded, a running fight with said bandits for several miles, inflicting heavy losses upon the bandits and only stopping the pursuit when men and horses were exhausted and ammunition reduced to a few rounds per man.
